ADVISORY REGARDING EMPLOYMENT IN CHINA
May 2004

The Philippine Consulate General in Hong Kong SAR, would like to bring to the public's attention the increasing number of illegal recruitment cases involving Filipinos bound for Mainland China.

The Consulate has received reports from the Philippine Consulate General in Xiamen that recruitment of Filipinos for English teaching jobs is taking place mainly through the internet. However, after working for several months in China, some of these Filipinos are either prematurely terminated or not given their promised salaries. Their situation is made more difficult by their lack of an employment visa or job in China.

Other recent cases of illegal recruitment in Southern China (Zhuhai area) involve Filipinos who are recruited for teaching positions or as factory workers. Again, these workers enter China without any employment visas and the promised jobs are non-existent.

The Consulate enjoins Filipinos in HK to exercise caution in entertaining job placement offers for China, either through the internet or placement agencies, as it has been reported that undocumented workers in China use HK as their main transit route.

All those seeking to work abroad are reminded to first consult the nearest Philippine Overseas Employment Administration Office (POEA) in their vicinity in order to obtain accurate information on the application process for securing overseas employment.

Filipinos currently employed in HK are likewise requested to advise their relatives or friends in the Pphilippines to first inquire from the POEA before proceeding to work abroad.

Here are the list of POEA's offices in the Philippines
