In accordance with Department of
Foreign Affairs Service Circular 125-10 dated 17 December 2010, holders
of Hong Kong SAR passport do not need a visa for a stay not exceeding
fourteen (14) days provided that they possess a return or onward
airline ticket.
For a stay longer than fourteen (14)
days, they may apply for a visa at any Foreign Service Post

21 days provided that they hold passports that are valid for
at least six months beyond the intended period of stay
and valid airline tickets for their return journey to port of origin
or next port of destination. Holders of BNO,
Macau-Portuguese, and Macau SAR passports are allowed visa-free entry for a stay not exceeding seven (7) days under the foregoing conditions. |

Waiver if Exclusion Ground(WEG) Under Sec. 29 (a)(12) of the Philippine Immigration Act
For the information of all
concerned, children below 15 years old who are holding
foreign passports may travel to the Philippines if they are (1)
accompanied by parent/s or (2) traveling to meet their parent/s
in the Philippines. Those who are traveling to the Philippines
unaccompanied by or not meeting their parent/s in the
Philippines must apply for a Waiver of Exclusion Ground (WEG)
under Sec. 29 (a) (12) of the Philippines Immigration Act.
The Bureau of Immigration started
implementing new procedures on the WEG, which may be applied for
before or upon arrival.
Procedure for WEG application before
arrival
-
The minor's parents, guardian or legal
representative should notify the Commissioner of Immigration in
writing
(xinfo@immigration.gov.ph) of the minor's intent to travel
to Philippine at least 72 hours before the arrival
-
The Letter of Intent should include a
request for the minor's waiver of exclusion and the
relinquishment of exclusion fees together with copies of the
following requirements:
-
Copies of the minor's valid
passport and visa (if required). The list of foreign
nationals who need visas to travel to the Philippines are
listed in our website
www.philcongen-hk.com.

Copies of return ticket,
-
Clear copy of child's birth
certificate,
-
Affidavit of Consent (blank forms
are available at this Consulate) from both parents or either
parent, guardian or legally representative of the child,
naming the person who will be accompanying the child to the
Philippines duly notarized by the Philippine Consulate, and
-
Copies of the data page of passport
of the accompanying adult, where applicable.
-
The Commissioner of Immigration shall
issue an Order after assessment of the request that wives the
minor's exclusion and even the fees. The minor's parents,
guardian or legal representative shall be given copies of the
Order.
-
The Commissioner of Immigration shall
send a copy of the Order to the Immigration Duty Supervisor
(IDS) at the port of entry. This order shall waive the minor's
exclusion and, if allowed also the fees' waiver.
Notes:
-
Children holding foreign passports
under 15 years old who are going to meet their parents in the
Philippines must prepare proof that their parents are in the
Philippines, for possible presentation to the airlines or to the
Immigration Officer in the Philippines.

To have the
Affidavit of Consent notarized by this Consulate, the parent/s, guardian or legal representative
of the child must come personally to the Philippine Consulate,
present their Hong Kong ID card or passport (original and
photocopy) and two (2) recent photographs of the child, and pay
the notarial fee of HK$212.50. Processing period in three (3)
working days following the date of the application.

Procedure
for WEG applications upon arrival
WEG shall be signed and approved by the
appropriate immigration authorities upon the child's arrival at the
Philippine port of entry, subject to the submission of the
abovementioned requirements and payment of WEG fee (Php 3,120).
